I want to recieve money from a Tunisian friend. He is a resident in Tunisian and their stupid law prohibits Tunisian residents from sending money by wire transfer or Western Union or anything. He also cannot convert dinars to US dollars because he does no have a passport. He suggested that he will send Tunisian dinars in an envelope but we are afraid that could be illegal in his country to do that. Should he send the money or not. This is a bad idea but we are desperate.Can my Tunisian friend send me (Tunisian dinars) via the postal service in an envelope?

Even if he did get it out of the country by mail, it's worthless to you as it cannot be exchanged anywhere outside of Tunisia. You would be stuck with paper that you can't do anything with unless you are planning a trip to Tunisia in the future. The only way to transfer tunisian Dinars would be to convert to USD in Tunisia and then make a Wire Transfer of USD out of the country to the you personal bank or an account you can hold with a Currency broker (dependent on amount).
The local Tunisian Bank should be able to transfer USD out of the country.
